Community organizations and outside organizations are weighing in:

QUEST (February 17):

“QUEST believes that the Home-Based models are a more creative approach that have the potential to meet both the goals of equity and closer-to-home. The intentional design of their choice menu ensures that all students have at least a chance to attending a high-quality school. The model also makes schools’ quality measurements (tier levels) easily apparent to all families and holds the system visibly accountable for school improvement. The Home-Based models allow for flexibility over time, adjusting to the changing quality of particular schools as well as changes in the system of assessing school quality. As schools improve, the model also provides practical incentives, via less need for bus transportation, as schools improve.” (Cover letter) (Paper and Appendix)

MAPC (February 7):

“Our conclusion—although preliminary—is that under the Home-Based plans, equity of access to quality would be comparable to or better than the current system, while average travel distances would be substantially reduced.  However, we have serious concerns about the district’s proposed use of a new processing order for walk zone priority and, more generally, the applicability and relevance of a 50% goal for walk zone attendance under such a plan… Reshuffling students is not a plan for improving quality, but neither is sticking with the current 3- zone system in which quality is both scarce and inequitably distributed. In the absence of evidence that any plan would specifically enhance or obstruct efforts to improve quality, assignment alternatives should be judged on whether they provide equity of access comparable to or better than the Status Quo, the degree to which they improve student proximity to school, and their impacts on racial and socioeconomic isolation.” (Full preliminary report and analysis presented to EAC on Feb. 20)
